Does Tom DiNapoli Have the Courage?

New York-July 19...Unelected New York State Comptroller Thomas P. DiNapoli (D-WFP) -- who was controversially handpicked for his job by Albany legislators -- remains mute on whether or not he will certify a state budget this year that, by Mr. DiNapoli's own admission, is riddled with revenue shortfalls that almost surely will lead to cash shortfalls within months, the campaign of state comptroller candidate Harry J. Wilson (R-C-I) today pointed out.

Mr. DiNapoli certified a bad budget last year, which resulted in massive cash shortfalls -- and financial chaos for publicly-funded programs around the state. Mr. DiNapoli issued a news release on those shortfalls today.

"The elemental question is: Does Tom DiNapoli have the courage to stand up to the bosses in the Legislature who handpicked him for this job?", said Taxpayers for Wilson Campaign Manager Chapin Fay. "So far, the answer has been a resounding 'no.' Harry Wilson, on the other hand, has made it clear that he would use the full power of the Comptroller's office -- even if that means going to court -- to demand a responsible state budget that actually contains enough revenue to pay for its spending promises."

The legal precedent at issue has been much discussed over the years, but it has never been fully tested in the courts.

Mr. DiNapoli was appointed state comptroller by legislative leaders in 2007 to fill out the term of disgraced former comptroller Alan Hevesi (D). The Legislature appointed Mr. DiNapoli over the strong objection of a sitting governor, who called Mr. DiNapoli "totally unqualified" for the job, and an expert panel which deemed Mr. DiNapoli too unqualified for consideration.

"Albany Tom DiNapoli spent 20 years in the State Assembly passing irresponsible budgets that eventually brought New York to its knees," Mr. Fay continued. "Maybe that's why he doesn't want to fully challenge this budget. That would only highlight the fact that Albany Tom, himself, is responsible for the condition in which this state finds itself."
